%E3%80%80Kiyotaka+Aya+%28Special+Advisor+to+%E2%80%9CK%E2%80%9DLine%29%2C+who+was+appointed+as+the+10th+president+of+the+%3Cb%3EInternational+Mariners+Management+Association%3C%2Fb%3E+of+Japan+at+the+general+meeting+in+June%2C+stated%2C+%E2%80%9CI+will+focus+on+negotiations+to+revise+the+IBF+%28International+Bargaining+Forum%29+labor+agreement+and+on+the+education+and+training+of+global+seafarers+using+the+fund+based+on+the+agreement.%E2%80%9C+%28Interviewer%3A+Takafumi+Suzuki%29+%3Cbr%3E+%3Cbr%3E%E3%80%80--What+are+your+aspirations+upon+taking+office%3F+%3Cbr%3E%E3%80%80%E2%80%9CWe+will+focus+on+two+main+pillars%3A+negotiations+to+revise+the+IBF+labor+agreement%2C+which+applies+to+global+seafarers+working+on+so-called+FOC+%28flag+of+convenience%29+vessels+in+the+Japanese+merchant+fleet%2C+and+support+for+the+education+and+training+of+seafarers+using+the+fund+based+on+the+agreement.+In+pursuing+these+efforts%2C+I+want+to+keep+in+mind+to+%E2%80%99remain+true+to+the+basics+and+ensure+fairness+in+every+aspect.%E2%80%99%E2%80%9C+%3Cbr%3E%E3%80%80--What+is+the+progress+of+the+IBF+agreement+wage+revision+negotiations+for+2026+and+2027%3F+%3Cbr%3E%E3%80%80%E2%80%9CThe+most+recent+round+of+central+negotiations+was+concluded+at+the+end+of+May.+Following+that%2C+we+will+proceed+to+local+negotiations.+The+detailed+schedule+is+being+coordinated+with+the+All+Japan+Seamen%E2%80%99s+Union.+The+rate+of+increase+in+total+costs%2C+including+wages%2C+has+been+settled+in+the+central+negotiations%2C+and+in+the+local+negotiations%2C+matters+such+as+the+allocation+among+crew+members+and+staff%2C+as+well+as+the+allocation+between+wages+and+the+fund+portion%2C+will+be+discussed.+The+wage+increase+rate+agreed+upon+in+the+central+negotiations+is+a+5%25+increase+over+two+years.+In+2026%2C+there+will+be+a+3.5%25+increase+compared+to+2025%2C+and+in+2027%2C+a+1.5%25+increase+compared+to+2026.%E2%80%9C+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Expanding+the+share+of+Indian+crew+%3Cbr%3E%E3%80%80--Could+you+tell+us+about+the+current+status+of+the+member+companies+of+the+%3Cb%3EInternational+Mariners+Management+Association%3C%2Fb%3E+of+Japan%3F+%3Cbr%3E%E3%80%80%E2%80%9CAs+of+June%2C+the+association%E2%80%99s+member+companies+consist+of+81+companies+and+2%2C197+ships%2C+engaged+in+operations+such+as+crew+allocation%2C+ship+management%2C+and+ship+ownership.+As+of+June%2C+the+number+of+crew+members+on+IBF+agreement+ships+is+45%2C376.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CIn+the+Japanese+merchant+fleet%2C+foreign+seafarers+are+on+board+more+than+90%25+of+the+ships.+Amid+growing+momentum+to+ensure+economic+security%2C+both+the+public+and+private+sectors+are+working+to+increase+the+number+of+Japanese+crew+members%2C+but+foreign+crew+members+will+continue+to+play+an+important+role.+We+will+continue+to+focus+on+supporting+the+recruitment+and+training+of+these+crew+members.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CWe+receive+reports+from+member+companies+every+month%2C+and+when+we+look+at+the+share+of+foreign+crew+members+by+nationality%2C+Filipinos+account+for+nearly+70+percent%2C+making+them+the+largest+group.+However%2C+since+it+previously+accounted+for+about+75%25%2C+it+has+decreased+slightly.+In+contrast%2C+the+share+of+Indian+crew+members%2C+who+are+now+the+second+largest+group%2C+has+been+increasing.+Ten+years+ago%2C+their+share+was+around+7%25%2C+but+now+it+has+more+than+doubled+to+15%25.+Following+India+are+Myanmar+and+Vietnamese+crew+members.%E2%80%9C+%3Cbr%3E%E3%80%80--What+about+Eastern+European+crew+members%3F+%3Cbr%3E%E3%80%80%E2%80%9CSome+member+companies+also+employ+Eastern+European+crew+members.+These+include+Bulgarian+crew+members+on+PCTCs%2C+and+Croatian+and+Romanian+crew+members+on+LNG+%28liquefied+natural+gas%29+carriers.+The+number+of+Russian+and+Ukrainian+crew+members+has+not+decreased+dramatically+since+the+conflict+in+2022%2C+but+has+remained+at+a+low+and+stable+level.+Together%2C+they+account+for+less+than+1+percent+of+the+crew+members+on+ships+registered+with+our+association.%E2%80%9C+%3Cbr%3E%E3%80%80--What+is+the+current+state+of+education+and+training+for+seafarers+in+the+Philippines%3F+%3Cbr%3E%E3%80%80%E2%80%9CIn+March+2020%2C+we+opened+the+%E2%80%99IMMAJ-PJMCC+TRAINING+CENTER%E2%80%99+in+Manila+together+with+PJMCC+%28Philippine-Japan+Manning+Consultative+Council%29.+It+became+fully+operational+around+2023%2C+after+the+coronavirus+pandemic+had+subsided%2C+and+now+offers+various+training+programs+such+as+BRM+%28Bridge+Resource+Management%29+and+ECDIS+%28Electronic+Chart+Display+and+Information+System%29.+In+the+Philippines%2C+there+are+also+training+facilities+operated+by+member+companies+and+local+manning+companies%2C+which+are+being+effectively+utilized+for+the+comprehensive+training+of+Filipino+seafarers+who+serve+on+Japanese+merchant+fleet.+The+costs+related+to+this+education+and+training+are+provided+from+a+fund+jointly+managed+with+JSU.%E2%80%9C+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Securing+students+is+progressing+smoothly+%3Cb
