%E3%80%80Sugahara+Kisen+%28headquarters%3A+Kure+City%2C+Hiroshima+Prefecture%29%2C+a+shipowner+in+Kure+that+mainly+operates+dry+bulk+carriers%2C+has+a+fleet+of+over+30+ocean-going+vessels+and+is+steadily+growing+in+both+size+and+quality.+In+2022%2C+the+company+became+the+first+Japanese+shipowner+to+enter+the+ownership+and+management+of+offshore+support+vessels%2C+and+has+also+begun+to+accumulate+know-how+in+the+field+of+specialized+vessels.+We+asked+President+Katsutoshi+Sugahara+how+he+envisions+the+next+phase+of+growth.+%3Cbr%3E%28Interviewer%3A+Azumi+Kashiwai%29+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Learned+from+%E2%80%9CFunada+School%E2%80%9C+%3Cbr%3E%E3%80%80--%E2%80%9CKibou-hou+no+Kai+%28The+shipowner%E2%80%99s+group+%E2%80%9CCape+of+Good+Hope%E2%80%9C%29%E2%80%9C+organized+primarily+by+Kure+shipowners%2C+is+celebrating+its+35th+anniversary.+%3Cbr%3E%E3%80%80%E2%80%9CFunada+Kaiun%E2%80%99s+presence+has+been+the+biggest+factor+in+helping+us+reach+this+milestone.+The+company+has+been+at+the+center+of+the+group%2C+continuing+with+the+idea+of+%E2%80%99Let%E2%80%99s+all+work+together+to+grow.%E2%80%99+We+call+it+the+%E2%80%99Funada+School%2C%E2%80%99+and+that+is+truly+the+case.+I+learned+everything+from+personal+connections+to+knowledge+through+it.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CMany+Kure+shipowners+have+their+roots+in+the+Ojizo+area+of+Shimokamagarijima+%28Kure+City%29.+The+late+Takatoshi+Funada%2C+former+president+of+Funada+Kaiun%2C+served+as+youth+baseball+manager%2C+and+current+Chairman+Atsushi+Funada+served+as+coach%2C+and+many+of+the+current+members+of+Kibou-hou+no+Kai+%28the+shipowner%E2%80%99s+group+Cape+of+Good+Hope%29+also+participated+as+players.+These+local+connections+are+the+foundation+of+this+group.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9COur+entry+into+ocean-going+ships+began+in+1990+when+Funada+Kaiun+purchased+a+secondhand+vessel.+At+the+time%2C+local+banks+were+strongly+opposed+to+Kure+Shipowners+owning+ocean-going+ships.+However%2C+Funada+Kaiun+said%2C+%E2%80%99We%E2%80%99ll+give+it+a+try+first%2C+so+just+wait+and+see+how+it+goes%2C%E2%80%99+and+that%E2%80%99s+how+it+got+started.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CAfter+that%2C+with+Funada+Kaiun%E2%80%99s+guidance%2C+we+also+expanded+into+the+market+two+or+three+years+later.+The+current+group+exists+because+Funada+Kaiun+took+the+lead.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CThis+group+is+not+just+a+gathering%2C+but+a+place+to+learn+and+develop+people.+Kibou-hou+no+Kai+%28The+shipowner%E2%80%99s+group+%E2%80%9CCape+of+Good+Hope%E2%80%9C%29+will+continue+to+be+a+group+that+grows+together+with+everyone%2C+with+Funada+Kaiun+at+its+core.%E2%80%9C+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Over+10+new+ships+on+order+%3Cbr%3E%E3%80%80--What+is+the+current+size+of+Sugahara+Kisen%E2%80%99s+fleet%3F+%3Cbr%3E%E3%80%80%E2%80%9CWe+own+32+vessels%2C+including+bulkers%2C+PCTCs%2C+chip+carriers%2C+container+ships+and+offshore+support+vessels.+The+breakdown+of+the+contracts+is+19+time+charter+contracts+%28TC%29+and+13+bare+boat+charter+contracts+%28BBC%29.+Over+the+past+year+or+two%2C+the+fleet+size+has+slightly+decreased+due+to+the+exercise+of+purchase+options+%28POs%29.%E2%80%9C+%3Cbr%3E%E3%80%80--What+is+the+status+of+new+ship+orders%3F+%3Cbr%3E%E3%80%80%E2%80%9CCurrently%2C+we+have+secured+orders+for+over+a+dozen+new+ships%2C+and+the+destinations+for+all+but+one+have+been+confirmed.+The+breakdown+of+the+contracts+is+10+bulkers+under+TC+and+the+remaining+few+under+BBC.+About+a+year+and+a+half+ago%2C+we+received+a+series+of+inquiries+from+operators+and+trading+companies+about+chartering+ships.+Since+this+was+before+the+market+slowed+down%2C+we+were+able+to+close+deals%2C+including+for+the+three+ships+that+had+been+ordered+in+advance.+The+increase+in+TC+contracts+was+particularly+helpful.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CFive+of+these+ships+are+for+Japanese+shipping+operators.+In+some+cases%2C+the+operators+chartered+ships+that+were+ordered+in+advance+by+us%2C+and+in+other+cases%2C+the+operators+brought+slipways+that+they+had+secured+to+us.%E2%80%9C+%3Cbr%3E%E3%80%80--What+is+the+contract+period+for+TC%3F+%3Cbr%3E%E3%80%80%E2%80%9CIt+can+be+three+years%2C+five+years%2C+seven+years.+It+varies.+We+have+a+specially+designed+bulker+under+a+long-term+charter+for+10+years.+The+trend+towards+shorter+charter+periods+has+been+pointed+out+for+some+time%2C+but+recently+there+has+been+a+slight+rebound%2C+and+longer+charter+periods+have+also+been+seen.%E2%80%9C+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Considering+short-term+contracts+%3Cbr%3E%E3%80%80--What+is+your+strategy+for+winning+future+charter+contracts%3F+%3Cbr%3E%E3%80%80%E2%80%9CRight+now%2C+I+feel+that+a+five-year+term+for+medium-sized+bulkers+is+the+most+balanced+option.+Our+fleet+of+over+30+vessels+is+based+on+medium-+to+long-term+fixed-rate+contracts%2C+but+since+sticking+to+long-term+contracts+tends+to+result+in+lower+rates%2C+we+are+considering+shorter-term+chartering+for+some+vessels.+We+now+have+the+capacity+to+try+out+short-term+contracts+with+one+or+two+ships.+We+would+also+like+to+have+a+few+ships+under+market-linked+contracts.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CIn+Singapore%2C+a+joint+venture+%28JV%29+between+our+wholly+owned+local+subsidiary+and+an+overseas+partner+is+putting+one+of+its+Post-Panamax+bulkers+into+a+market-linked+contract+based+on+FFA+%28Forward+Freight+Agreement%29.+The+JV+was+established+a+few+years+ago%2C+and+the+Post-Panamax+vessel+was+sold+to+the+JV+by+the+headquarters+in+Kure.%E2%80%9C+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Giving+back+to+Japanese+shipbuilding+%3Cbr%3E%E3%80%80--What+are+your+future+fleet+development+plans%3F+%3Cbr%3E%E3%80%80%E2%80%9CWe+are+currently+considering+placing+advance+orders+for+a+couple+of+ships%2C+and+we+are+also+in+BBC+contract+negotiations+for+one+ship.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CCurrently%2C+there+is+a+continuing+mismatch+between+long-term+charter+rates+and+ship+prices.+We+make+the+payment+at+the+time+of+the+signing+of+advance+order+contracts%2C+and+the+next+payment+will+be+due+one+year+before+completion.+So%2C+we+can+wait+and+see+how+things+go+for+a+few+years.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CWe+will+take+a+flexible+approach+while+watching+the+market.+If+there+is+a+profitable+charter+deal+in+the+next+two+to+three+years%2C+we+will+enter+into+a+fixed-rate+contract%2C+but+if+the+market+remains+weak%2C+we+will+choose+to+move+to+the+market-linked+contract.%E2%80%9C+%3Cbr%3E%E3%80%80--What+do+you+think+of+ordering+new+ships+from+Chinese+shipyards%3F+%3Cbr%3E%E3%80%80%E2%80%9CI+haven%E2%80%99t+really+thought+about+it.+I+would+like+to+give+back+to+the+Japanese+shipyards+that+have+helped+us+so+far.+It+is+true+that+new+shipbuilding+prices+of+Chinese-built+ships+are+cheaper%2C+but+their+selling+prices+are+also+not+high.+Overall%2C+I+think+the+benefits+are+limited.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CSince+our+company%E2%80%99s+ships+are+primarily+operated+under+TC%2C+we+do+not+want+to+cause+trouble+for+our+crews+or+our+company+staff+on+the+ground+due+to+Chinese-made+engines%2C+malfunctions+of+marine+equipment%2C+or+warranty+issues.+For+BBC%2C+we+don%E2%80%99t+mind+using+ships+built+in+China%2C+but+we+have+no+interest+in+using+them+for+newbuilding+TC.%E2%80%9C+%3Cbr%3E%E3%80%80--What+is+your+outlook+for+fleet+size%3F+%3Cbr%3E%E3%80%80%E2%80%9CWe+are+not+aiming+for+aggressive+expansion%2C+but+I+think+the+number+will+increase+gradually+through+the+exercise+of+purchase+options+and+sales.+I+became+president+in+April+2020.+I+believe+I+have+been+entrusted+with+running+the+company+for+10+years.+By+the+end+of+it%2C+around+2030%2C+the+number+will+likely+be+around+40+ships.%E2%80%9C+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Six+ships+under+management+contract+%3Cbr%3E%E3%80%80--Sugahara+Kisen+is+expanding+its+ship+management+contract+business.+%3Cbr%3E%E3%80%80%E2%80%9CCurrently%2C+we+are+entrusted+with+the+management+of+a+total+of+six+vessels%2C+including+bulkers%2C+PCTCs%2C+and+geological+survey+vessels%2C+mainly+for+Japanese+shipping+operators.+The+number+of+vessels+is+gradually+increasing.+For+example%2C+when+a+TC+%28time+charter%29+contract+expires%2C+we+sign+a+new%2C+limited+deal+in+which+we+are+commissioned+to+continue+to+provide+management+services.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CThe+PCTCs+we+manage+are+Japanese-flagged%2C+so+our+Vietnamese+crew+members+have+Japanese+licenses+and+are+on+board.+This+has+been+popular+among+the+operators+and+received+high+praise%2C+for+which+we+are+grateful.+I+feel+that+our+strength+as+a+ship+owner+is+definitely+improving.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CAlthough+the+hurdles+for+ship+management+are+rising+due+to+issues+such+as+RightShip+ship+inspections+and+compliance+with+environmental+regulations%2C+both+our+crews+and+shore+staff+are+steadily+growing.+We+are+putting+effort+into+improving+quality+across+the+company%2C+including+the+quality+control+team%2C+and+by+thoroughly+visiting+ships+and+conducting+internal+audits%2C+we+have+put+in+place+a+system+that+can+respond+to+a+variety+of+quality+needs.%E2%80%9C+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Use+of+Swiss+francs+%3Cbr%3E%E3%80%80--More+and+more+Japanese+ship+owners+are+taking+advantage+of+low-interest+Swiss+franc+loans.+%3Cbr%3E%E3%80%80%E2%80%9CAbout+50%25+of+our+borrowings+are+denominated+in+Swiss+francs.+Some+of+the+transactions+were+made+when+the+Swiss+franc+was+trading+at+around+0.9+against+the+dollar.+The+Swiss+franc+is+currently+trading+at+around+0.8+and+has+been+slightly+appreciated%2C+making+it+difficult+to+make+a+profit+if+a+purchase+option+%28PO%29+is+exercised+now.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CHowever%2C+the+Swiss+franc+has+a+huge+advantage+in+terms+of+low+interest+rates.+The+policy+interest+rate+for+the+dollar+is+in+the+high+3%25+range%2C+and+the+effective+lending+rate+can+reach+the+mid-5%25+range+when+spreads+are+added%2C+which+is+honestly+quite+tough.+Yen+interest+rates+may+also+rise+in+the+future%2C+and+the+risk+of+a+stronger+yen+cannot+be+ruled+out.%E2%80%9C+%3Cbr
