%E3%80%80It+has+been+more+than+three+years+since+%3Cb%3ENihon+Shipyard%3C%2Fb%3E+%28NSY%29%2C+a+joint+sales+and+design+company+between+Imabari+Shipbuilding%2C+Japan%E2%80%99s+leading+shipbuilding+company%2C+and+Japan+Marine+United+%28JMU%29%2C+the+second-largest+shipbuilder%2C+was+established.+During+this+period%2C+the+business+environment+surrounding+the+Japanese+shipbuilding+industry+has+changed+dramatically.+I+spoke+to+President+Kiyoshi+Higaki%2C+who+took+office+on+April+1%2C+about+steering+the+company+and+the+course+of+Japan%E2%80%99s+shipbuilding+industry.+%28Interviewer%3A+Yusuke+Matsushita%29+%3Cbr%3E+%3Cbr%3E%E3%80%80--As+president%2C+what+kind+of+company+do+you+want+NSY+to+be%3F+%3Cbr%3E%E3%80%80%E2%80%9CAfter+six+months+of+discussions+with+our+executives+and+employees+about+what+we+want+NSY+to+be+like+in+2030%2C+we+formulated+the+%E2%80%98NSY+Management+Vision+2030.%E2%80%99+In+it%2C+we+clearly+stated+the+type+of+company+we+wanted+to+become.+%E2%80%98We+will+come+together+and+become+a+trusted+partner+for+the+maritime+industry.+We+will+continue+to+take+on+the+challenge+of+new+technologies+and+work+hard+to+create+ships+that+bring+joy+to+society.%E2%80%99+We+want+to+be+the+first+name+that+shipowners+think+of+when+ordering+a+new+ship.+We+also+want+NSY+to+be+the+first+name+that+comes+to+mind+for+not+only+shipowners%2C+but+also+charterers%2C+cargo+owners%2C+trading+companies%2C+marine+equipment+manufacturers%2C+government+agencies%2C+and+various+other+organizations+to+call+on+when+they+begin+considering+or+taking+on+new+challenges+in+new+fields+or+when+they+are+in+trouble.%E2%80%9D+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Now+is+the+time+to+return+to+the+basics+%3Cbr%3E%E3%80%80--What+is+the+background+to+the+formulation+of+the+management+vision%3F+%3Cbr%3E%E3%80%80%E2%80%9CThree+years+and+three+months+have+passed+since+the+launch+of+NSY%2C+and+we+can+see+the+effects+of+the+integration+of+Imabari+Shipbuilding+and+JMU+to+a+certain+extent+in+terms+of+both+sales+and+design.+On+the+other+hand%2C+the+staff+members+of+NSY%2C+including+the+executives+and+division+chiefs%2C+are+still+not+fully+settled%2C+and+I+felt+that+I%2C+myself+included%2C+needed+to+take+another+look+at+NSY%E2%80%99s+present+and+future.%E2%80%9D+%3Cbr%3E%E3%80%80--What+do+you+mean+by+being+not+fully+settled%3F+%3Cbr%3E%E3%80%80%E2%80%9CWhen+NSY+was+launched+in+January+2021%2C+Japan%E2%80%99s+shipbuilding+industry+was+in+a+critical+situation%2C+with+every+shipyard+only+having+about+a+year%E2%80%99s+worth+of+orderbook+on+hand.+At+the+time%2C+the+new+shipbuilding+market+was+in+a+slump%2C+so+if+the+order+was+received%2C+it+would+result+in+a+huge+loss%2C+and+if+it+was+not+received%2C+the+company+would+be+in+danger+of+losing+its+operations.+It+was+a+hell+regardless+of+whether+we+took+it+or+not%2C+and+we+were+so+focused+on+the+immediate+future+that+we+didn%E2%80%99t+have+time+to+think+about+the+future.%E2%80%9D+%3Cbr%3E%E3%80%80%E2%80%9CBut+the+market+started+recovering+rapidly+in+that+year%2C+and+we+have+been+able+to+receive+many+orders+for+new+ships%2C+and+now+we+have+an+orderbook+of+about+three+and+a+half+years.+Then%2C+as+if+to+forget+God+once+the+trouble+was+past%2C+a+faint+atmosphere+began+to+be+sensed+within+NSY+that%2C+%E2%80%98Now+that+we+are+no+longer+in+crisis%2C+is+there+really+any+need+for+Imabari+Shipbuilding+and+JMU+to+work+together%3F%E2%80%99+The+business+environment+improved+rapidly%2C+and+there+was+a+sense+of+crisis+among+the+company%E2%80%99s+executives+and+employees+that+the+sense+of+purpose+and+origins+behind+the+founding+of+NSY+were+becoming+blurred.%E2%80%9D+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Last+chance+%3Cbr%3E%E3%80%80--Through+the+process+of+formulating+the+management+vision%2C+did+all+executives+and+employees+once+again+share+the+same+thoughts+that+were+held+when+NSY+was+launched%3F+%3Cbr%3E%E3%80%80%E2%80%9CYes.+If+NSY+were+to+be+dissolved%2C+Japanese+shipbuilding+would+never+again+be+able+to+compete+with+the+mega+shipyards+of+China+and+Korea.+Each+company+would+continue+to+operate+its+shipbuilding+business+on+a+small+scale.+Imabari+Shipbuilding%2C+Japan%E2%80%99s+leading+shipbuilding+company%2C+and+JMU%2C+the+second-placed+company%2C+jointly+established+the+sales+and+design+company+NSY+in+order+to+compete+on+a+global+scale%2C+and+now+is+the+last+chance.+We+all+joined+Imabari+Shipbuilding+and+JMU+because+we+were+attracted+to+shipbuilding%2C+so+now+is+the+time+to+come+together+and+take+on+the+challenge+of+building+ships+that+will+make+our+customers+happy.+After+much+discussion%2C+we+came+to+this+conclusion.%E2%80%9D+%3Cbr%3E%E3%80%80%E2%80%9CSince+its+launch%2C+NSY+has+received+orders+for+over+100+vessels+every+year%2C+with+the+total+number+of+vessels+ordered+to+date+exceeding+400.+Dealing+with+so+many+orders+was+a+huge+challenge+for+both+the+sales+and+design+teams%2C+so+I%E2%80%99m+very+grateful+for+their+hard+work.+However%2C+we+can+no+longer+afford+to+stand+still+for+fear+of+failure%3B+we+are+now+at+a+point+where+we+must+take+on+more+proactive+and+bold+challenges.+Now+that+orders+have+been+secured+and+there+is+time+to+take+a+breather+and+think%2C+it+is+time+to+decide+on+drastic+measures+for+the+next+generation+and+move+forward+immediately%2C+otherwise+it+will+be+too+late.+Under+the+new+structure%2C+we+will+work+backwards+from+where+we+want+NSY+to+be+in+10+or+20+years%E2%80%99+time+to+consider+what+we+should+do+now+and+come+up+with+concrete+measures+to+realize+our+management+vision+together+with+our+executives+and+employees.%E2%80%9D+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Lagging+behind+China+and+Korea+%3Cbr%3E%E3%80%80--What+is+your+perception+of+the+current+situation+at+NSY%3F+%3Cbr%3E%E3%80%80%E2%80%9CWhile+we+have+been+able+to+accumulate+orders+in+the+three+years+since+the+company+was+founded%2C+we+must+correctly+understand+that+during+these+years+a+huge+gap+has+grown+between+us+and+Chinese+and+Korean+shipyards.+China%E2%80%99s+share+of+the+world%E2%80%99s+construction+volume+exceeds+50%25%2C+while+Japan%E2%80%99s+share+is+16%25%2C+an+overwhelming+difference.+In+addition%2C+the+Japanese+shipbuilding+industry+has+fallen+behind+China+in+the+construction+of+ships+that+run+on+new+fuels+such+as+LNG+%28liquefied+natural+gas%29.+This+is+not+just+a+matter+of+technical+ability.+It%E2%80%99s+a+question+of+overall+strength%2C+including+agility+and+flexibility%2C+including+cost+competitiveness%2C+as+to+whether+or+not+we+can+rapidly+increase+orders+once+a+product+is+commercialized.%E2%80%9D+%3Cbr%3E%E3%80%80%E2%80%9CUntil+five+or+six+years+ago%2C+we+in+the+Japanese+shipbuilding+industry+openly+said%2C+%E2%80%98Japanese+shipbuilding+may+be+losing+out+to+China+and+Korea+in+terms+of+shipbuilding+volume%2C+but+we+are+not+losing+out+in+terms+of+technology%E2%80%99.+We+can%E2%80%99t+say+that+anymore.+Unless+we+completely+abandon+this+perception%2C+Japanese+shipbuilding+industry+will+continue+to+decline.%E2%80%9D+%3Cbr%3E%E3%80%80%E2%80%9CThe+shipbuilding+industry+is+predicting+that+from+2030+onwards%2C+when+demand+to+replace+the+ships+built+in+large+numbers+during+the+boom+period+and+demand+for+new+ships+using+new+fuel+will+overlap%2C+a+long-term+construction+boom+will+come+with+record-high+construction+demand+of+over+100+million+gross+tons+per+year.+But+even+if+this+were+to+become+a+reality%2C+it+would+be+overly+optimistic+to+think+that+a+rosy+future+awaits+Japanese+shipyards.%E2%80%9D+%3Cbr%3E%E3%80%80%E2%80%9CThe+volume+of+new+ships+built+around+the+world+reached+a+record+high+of+over+100+million+gross+tons+in+2011%2C+but+the+volume+built+by+Japanese+shipyards%2C+which+was+in+the+19+million+gross+tons+range+in+the+same+year%2C+fell+to+around+9+million+gross+tons+last+year.+One+factor+that+has+caused+companies+to+cut+back+on+operations+is+a+shortage+of+manpower%2C+but+the+decline+in+the+number+of+shipyards+itself+is+also+having+a+major+impact.+In+other+words%2C+even+if+there+is+a+construction+boom%2C+there+will+be+a+limit+to+the+amount+of+orders+that+Japanese+shipyards+can+receive.%E2%80%9D+%3Cbr%3E+%3Cbr%3E%E3%80%80--How+will+NSY+survive+in+this+situation%3F+%3Cbr%3E%E3%80%80%E2%80%9CIf+we+can%E2%80%99t+beat+China+and+South+Korea+in+construction+volume%2C+we+have+no+choice+but+to+compete+on+quality.+However%2C+this+quality+does+not+just+refer+to+technology%2C+such+as+the+quality+and+performance+that+the+Japanese+shipbuilding+industry+has+previously+advocated.+This+refers+to+the+advantages+and+values+for+the+customers+of+ships+built+by+Imabari+Shipbuilding+and+Japan+Marine+United+%28JMU%29%2C+the+companies+behind+NSY.+What+do+customers+perceive+as+valuable%3F+We+will+grasp+this+essence+and+put+all+our+efforts+into+raising+this+value+across+the+entire+group%2C+thereby+finding+a+way+forward.%E2%80%9D+%3Cbr%3E%E3%80%80%E2%80%9CWhat+are+the+advantages+that+Japan%E2%80%99s+shipbuilding+industry+has+that+China+and+Korea+don%E2%80%99t+have%3F+We+have+many+strong+customers+nearby.+Tokyo+is+home+to+some+of+the+world%E2%80%99s+leading+Japanese+shipping+operators+%28operating+shipping+companies%29%2C+and+there+are+many+powerful+ship+owners+in+Imabari+%28Ehime+Prefecture%29%2C+Setouchi%2C+Osaka%2C+Kyushu%2C+and+other+areas.+We+also+have+shipowners+from+Greece+and+Taiwan+with+whom+we+have+had+business+dealings+for+over+a+decade.+It+will+be+difficult+for+us+to+increase+our+global+share+of+construction+volume+to+50%25.+However%2C+by+specializing+in+building+ships+worthy+of+being+chosen+by+shipowners+who+have+long-standing+relationships+with+us%2C+we+will+surely+be+victorious.%E2%80%9D+%3Cbr%3E%E3%80%80%E2%80%9CIf+we+compare+it+to+Olympic+gymnastics%2C+the+Japanese+shipbuilding+industry+may+not+be+able+to+win+the+gold+medal+in+the+team+all-around+competition%2C+which+tests+the+overall+strength+of+the+team+in+six+events.+However%2C+in+individual+events%2C+they+have+many+passionate+fans+who+always+support+them%2C+and+they+win+gold+medals+by+an+overwhelming+margin.+We+will+continue+to+move+in+this+direction.%E2%80%9D+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Narrow+down+ship+types+and+customers+%3Cbr%3E%E3%80%80--What+is+your+specific+strategy+for+being+chosen+by+a+shipowner%3F+%3Cbr%3E%E3%80%80%E2%80%9CIn+the+case+of+general+commercial+ships%2C+we+believe+it+is+necessary+to+narrow+down+to+some+extent+the+types+and+shapes+of+ships+we+build+to+those+desired+by+friendly+shipowners.+Of+course%2C+the+company+will+continue+to+produce+its+current+main+products%2C+mainly+bulkers%2C+tankers%2C+and+container+ships%2C+but+rather+than+competing+with+a+wide+range+of+options%2C+we+will+be+more+selective+to+a+certain+extent.+At+the+same+time%2C+I+believe+we+should+focus+on+meeting+the+needs+of+our+valued+shipowners%2C+with+whom+we+have+long-standing+relationships%2C+rather+than+trying+to+secure+yields+from+every+inquiry+from+around+the+world.%E2%80%9D+%3Cbr%3E%E3%80%80%E2%80%9CBy+narrowing+down+the+ship+types+to+a+certain+extent+and+responding+to+the+requests+of+shipowners+who+favor+NSY-built+ships%2C+Imabari+Shipbuilding+and+JMU+will+be+able+to+standardize+designs+more+quickly+than+before%2C+and+we+will+be+able+to+shorten+the+design+lead+time.+Going+forward%2C+we+will+put+in+place+a+system+that+will+allow+flexible+construction+of+the+new+NSY+models%2C+designed+with+an+improved+efficiency+by+combining+the+design+concepts+of+Imabari+Shipbuilding+and+JMU%2C+at+any+of+the+two+companies%E2%80%99+13+factories.%E2%80%9D+%3Cbr%3E%E3%80%80%E2%80%9CThis+will+enable+us+to+manage+our+18+slipways+in+13+factories+more+flexibly%2C+making+it+easier+to+provide+slipways+with+the+short+delivery+times+that+shipowners+desire.+The+increased+design+efficiency+will+not+only+please+customers%2C+but+will+also+contribute+to+an+increase+in+the+number+of+ships+built+by+Imabari+Shipbuilding+and+JMU.+We+will+continue+to+make+every+effort+to+increase+construction+volume+for+the+sake+of+Japanese+marine+manufacturers+who+support+Japan%E2%80%99s+shipbuilding+industry.+And+we+will+invest+the+design+resources+gained+through+this+efficiency+in+new+fields.%E2%80%9D+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Leading+the+way+in+new+fields+%3Cbr%3E%E3%80%80--What+is+a+new+field%3F+%3Cbr%3E%E3%80%80%E2%80%9CThis+refers+to+fields+where+the+technology+has+not+yet+been+established+globally%2C+such+as+next-generation+fuel+ships+such+as+ammonia-fueled+ships+and+liquefied+CO2+%28carbon+dioxide%29+transport+ships.+As+mentioned+above%2C+we+specialize+in+building+ships+that+are+chosen+by+shipowners+for+general+commercial+shipping.+At+the+same+time%2C+we+will+bring+together+Japanese+technology+in+new+fields+to+strengthen+our+design+capabilities+and+stay+ahead+of+Chinese+and+Korean+shipyards.%E2%80%9D+%3Cbr%3E%E3%80%80%E2%80%9CNSY+signed+a+Memorandum+of+Understanding+with+Mitsubishi+Shipbuilding%2C+MITSUI+%26+CO.%2C+LTD.%2C+and+Mitsubishi+Corporation+at+the+end+of+last+year+to+jointly+study+the+construction+of+liquefied+CO2+ships+and+solutions+to+related+issues.+We+are+working+on+establishing+standard+specifications+and+standard+ship+types+for+liquefied+CO2+ships.+%E2%80%9CThe+liquefied+CO2+ship+project+is+also+attracting+attention+from+Japanese+shipping+operators%2C+and+we+have+a+feeling+that+this+all-Japan+project+will+create+large-scale+demand+for+construction+in+the+future.%E2%80%9D+%3Cbr%3E%E3%80%80--There+are+growing+calls+for+the+Japanese+shipbuilding+industry+as+a+whole+to+move+forward+with+consolidating+design+functions+in+order+to+compete+with+China+and+South+Korea.+What+do+you+think%3F+%3Cbr%3E%E3%80%80%E2%80%9CThe+Japanese+shipbuilding+industry+has+secured+an+ample+orderbook%2C+and+with+the+help+of+the+weak+yen%2C+the+business+environment+has+finally+become+one+in+which+it+can+expect+to+make+a+certain+amount+of+profit+over+the+next+few+years%2C+even+as+material+and+equipment+prices+soar.+Now+that+we+have+had+a+chance+to+catch+our+breath%2C+I+believe+it+is+time+for+the+whole+of+Japan+to+quickly+move+forward+with+fundamental+measures+that+will+lead+to+the+future+of+Japan%E2%80%99s+shipbuilding+industry%2C+and+to+consolidate+design+functions+to+a+certain+extent.+However%2C+similar+discussions+have+taken+place+many+times+in+the+past%2C+and+in+the+end+they+have+not+progressed+because+people+%E2%80%98agree+in+principle+but+disagree+on+the+details%E2%80%99.+This+time%2C+I+think+we+have+to+do+something.%E2%80%9D+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Collaboration+starting+from+the+tank+%3Cbr%3E%E3%80%80--Is+there+an+approach+to+advance+collaboration+within+the+Japanese+shipbuilding+industry%3F+%3Cbr%3E%E3%80%80%E2%80%9CStart+in+a+new+area.+For+example%2C+let%E2%80%99s+say+it+is+decided+to+create+a+standard+ship+type+for+the+liquefied+CO2+carrier+mentioned+above+and+build+a+certain+number+of+ships.+In+that+case%2C+Imabari+Shipbuilding+and+JMU+alone+would+not+be+able+to+cover+the+manufacture+of+the+cargo+tanks+to+store+liquefied+CO2.+%E2%80%9CIt+is+entirely+possible+that+we+will+use+tanks+as+a+starting+point+to+explore+mutually+beneficial+collaborations+with+other+Japanese+shipbuilding+companies%2C+and+that+this+will+expand.%E2%80%9D+%3C
