‌【Interview】Mr. Inagaki, president of Idemitsu Tanker, next newbuild VLCC aims for net-zero emissions

%E3%80%80Idemitsu+Tanker+%28headquarters%3A+Chiyoda-ku%2C+Tokyo%29+is+an+Oceangoing+Shipping+segment+of+the+Idemitsu+Kosan+Group.+It+is+responsible+for+the+maritime+transport+of+crude+oil%2C+LPG+%28liquefied+petroleum+gas%29%2C+petroleum+products%2C+chemicals%2C+lubricants%2C+coal%2C+and+other+goods%2C+with+an+eye+toward+transporting+new+energy+sources+in+order+to+realize+a+carbon-neutral+%28CN%29+society+in+the+future.+We+spoke+to+President+Tomio+Inagaki%2C+who+was+appointed+as+the+new+head+in+May%2C+about+his+corporate+vision+he+aims+for+and+growth+strategy.+%3Cbr%3E%28Interviewer%3A+Azumi+Kashiwai%29+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Contributing+to+the+realization+of+CN+%3Cbr%3E%E3%80%80--What+are+your+aspirations+for+taking+on+this+new+position%3F+%3Cbr%3E%E3%80%80%E2%80%9CI+took+over+as+president+on+May+17+following+the+sudden+death+of+former+president+Ichiro+Matsuo.+I+want+to+carry+on+Matsuo%E2%80%99s+vision+and+further+develop+the+company+as+its+top+executive.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CIdemitsu+Tanker+celebrates+its+62nd+anniversary+this+year%2C+and+I+am+its+21st+president.+I+feel+a+sense+of+responsibility+to+properly+pass+on+to+the+next+generation+the+traditions+and+assets+that+have+been+built+up+by+the+20+previous+presidents.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CThe+Idemitsu+Kosan+Group+is+working+on+building+new+energy+systems+and+technological+innovations+to+realize+a+carbon+neutral+society+by+2050%2C+and+our+company+will+contribute+to+the+group%E2%80%99s+challenge+through+marine+transportation.+The+next+few+years+will+be+incredibly+important%2C+and+I+am+honored+to+be+entrusted+with+the+important+role+of+President.%E2%80%9C+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Safety+is+our+top+priority+%3Cbr%3E%E3%80%80--What+kind+of+company+do+you+aim+to+be%3F+%3Cbr%3E%E3%80%80%E2%80%9CThe+most+important+mission+is+safety.+The+shipping+business+can+only+exist+if+there+is+safety.+It+is+easy+to+take+safe+daily+operations+for+granted%2C+but+crew+members+continue+to+work+hard+to+ensure+that+there+are+no+accidents+or+injuries.+Management+must+continue+to+make+constant+efforts+as+well+while+taking+the+feelings+of+those+on+the+front+lines+seriously.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CHowever%2C+as+a+company+aiming+for+growth%2C+we+face+more+and+more+situations+where+it+is+difficult+to+make+decisions+based+solely+on+past+experience+amid+rapid+changes+in+the+world%2C+including+the+shift+to+decarbonization.+In+order+to+see+each+event+from+a+bird%E2%80%99s-eye+view%2C+it+is+important+to+communicate+with+various+people+inside+and+outside+the+company+on+a+daily+basis+and+constantly+update+your+thinking.+In+this+context%2C+we+would+like+to+make+a+swift+decision.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CI+want+to+emphasize+to+our+employees+the+importance+of+taking+on+challenges.+There+is+no+growth+without+challenges.+The+gains+from+a+bold+challenge+that+results+in+4+wins+and+6+losses+are+greater+than+going+for+2+wins+and+no+losses+to+be+safe+out+of+fear+of+failure.+I+want+to+encourage+people+to+continue+taking+on+new+challenges+while+allowing+for+failure+to+a+certain+extent.%E2%80%9C+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+VLCC+fleet%3A+20+vessels+%3Cbr%3E%E3%80%80--What+is+your+current+fleet%3F+%3Cbr%3E%E3%80%80%E2%80%9COur+core+fleet%2C+consisting+of+self-managed+ships+and+long-term+chartered+ships%2C+consists+of+20+VLCCs+%28Very+Large+Crude+Carriers%29+and+6+VLGCs+%28Very+Large+LPG+Carriers%29.+In+addition%2C+we+operate+product+carriers%2C+chemical+tankers%2C+and+bulkers+for+transporting+coal%2C+mainly+on+a+spot+charter+basis.+There+are+currently+no+new+order+backlog.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9COf+the+20+VLCCs%2C+5+are+self-managed+and+15+are+on+time+charter.+Six+VLGCs+are+on+time+charter+to+Astomos+Energy%2C+the+group%E2%80%99s+major+LPG+wholesaler.%E2%80%9D+%3Cbr%3E%E3%80%80--What+are+the+prospects+for+the+future+VLCC+fleet+size%3F+%3Cbr%3E%E3%80%80%E2%80%9CWe+will+adjust+it+to+match+the+Idemitsu+Group%E2%80%99s+refining+capacity%2C+but+it+is+difficult+to+imagine+a+situation+in+the+near+future+where+we+will+be+forced+to+make+a+sudden+reduction.+We+will+maintain+a+fleet+of+five+to+six+ships+under+our+own+management%2C+while+making+efforts+to+adjust+our+fleet+size+in+the+time+charter+portion.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CMost+recently%2C+in+March+of+this+year%2C+the+group%E2%80%99s+Seibu+Oil%E2%80%99s+Yamaguchi+refinery+%28Yamaguchi+Prefecture%29+stopped+refining+functions.+This+will+result+in+a+slight+decrease+in+crude+oil+shipments+to+Japan.%E2%80%9D+%3Cbr%3E%E3%80%80%E2%80%9CBasically%2C+we+will+adopt+a+system+that+maintains+a+certain+short+position+relative+to+the+group%E2%80%99s+refining+capacity+so+that+we+do+not+end+up+with+excess+vessel+capacity.%E2%80%9C+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Collaboration+with+next-generation+VL+%3Cbr%3E%E3%80%80--Idemitsu+Tanker+formed+a+consortium+in+January+this+year+with+NYK%2C+Iino+Lines%2C+and+Nihon+Shipyard+to+develop+a+design+concept+for+the+next+generation+of+environmentally+friendly+VLCC.+%3Cbr%3E%E3%80%80%E2%80%9CWe+are+considering+building+dual-fuel+vessels+and+installing+wind+propulsion+auxiliary+devices+to+reduce+GHG+%28greenhouse+gas%29+emissions.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CTraditionally%2C+when+we+negotiate+about+chartering+of+new+VLCCs%2C+Japanese+carriers+would+make+their+own+decisions+and+place+orders+for+new+ships+in+advance.+Then%2C+when+the+time+came+to+replace+their+existing+ships%2C+they+would+come+to+us+for+a+proposal.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CHowever%2C+Japanese+shipyards+have+recently+been+receiving+large+orders%2C+including+mega+container+ships%2C+so+their+slipways+are+full+for+quite+some+time+to+come.+In+this+situation%2C+if+each+shipping+company+plans+to+order+one+or+two+VLCCs+on+its+own+and+requests+the+development+of+next-generation+ships%2C+it+will+place+a+heavy+burden+on+the+shipyards+in+terms+of+design.+By+carrying+out+the+development+as+a+consortium%2C+the+shipyards+have+been+able+to+concentrate+its+resources+on+the+design.%E2%80%9C+%3Cbr%3E%E3%80%80--What+is+your+plan+for+the+next+VLCC+newbuilding+program%3F+%3Cbr%3E%E3%80%80%E2%80%9CIf+we+were+to+order+a+new+ship+now%2C+the+delivery+date+would+be+around+2028.+The+next+new+ship+is+also+expected+to+be+operated+until+it+is+over+20+years+old%2C+which+means+it+will+be+in+operation+until+around+2050%2C+the+year+the+International+Maritime+Organization+%28IMO%29+sets+as+its+target+date+for+achieving+zero+GHG+emissions.+In+other+words%2C+our+next+newbuilding+order+is+planned+to+be+for+an+environmentally+friendly+vessel+designed+by+the+aforementioned+consortium+with+CN+in+mind.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CMeanwhile%2C+the+Idemitsu+Group+is+looking+to+make+synthetic+fuels%2C+synthetic+methanol%2C+and+ammonia+the+pillars+of+its+next-generation+business%2C+and+they+may+also+be+involved+in+the+fuels+for+the+next+set+of+newly+built+ships.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CRegarding+the+new+fuels%2C+we+are+currently+conducting+on-site+surveys+in+Singapore%2C+Europe%2C+and+other+places+to+check+supply+availability.+However%2C+since+most+of+our+VLCCs+operate+on+the+Japan-Middle+East+route%2C+we+believe+that+we+will+generally+be+able+to+operate+as+long+as+there+are+one+or+two+major+fuel+supply+points+along+the+route.%E2%80%9C+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Confidence+in+our+love+for+boats+%3Cbr%3E%E3%80%80--What+are+Idemitsu+Tanker%E2%80%99s+strengths%3F+%3Cbr%3E%E3%80%80%E2%80%9COne+of+the+strengths+is+that+we+have+about+90+Japanese+marine+engineers+and+are+improving+the+quality+of+our+transport%2C+centering+on+our+own+managed+ships.+For+over+60+years%2C+the+strong+foundation+and+tradition+of+safety+is+firmly+in+place%2C+including+our+own+Filipino+crew+pool+and+onshore+support+system.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CThe+Japanese+and+Filipino+crew+members+maintain+the+self-managed+ships+with+love+and+care+on+a+daily+basis%2C+and+we+are+confident+that+this+mindset+is+unmatched+by+any+other+company.%E2%80%9D+%3Cbr%3E%E3%80%80%E2%80%9CActually%2C+before+the+merger+of+Idemitsu+Kosan+and+Showa+Shell+Sekiyu%2C+around+2014+when+I+was+working+at+SHOWA+SHELL+SEMPAKU%2C+we+time-chartered+Idemitsu+Tanker%E2%80%99s+self-managed+VLCC+%28Very+Large+Crude+Carrier%29+%E2%80%98SUPER+ZEARTH%E2%80%99.%E2%80%9D+%3Cbr%3E%E3%80%80%E2%80%9CThe+ship+was+an+older+one%2C+completed+in+1995%2C+but+it+had+been+kept+really+clean.+For+example%2C+the+wires+of+the+hose+handling+crane+had+been+carefully+greased%2C+and+the+engine+room+was+well-organized.+It+was+clear+that+the+crew+continued+to+carefully+maintain+the+ship%2C+and+there+were+hardly+any+problems+during+the+approximately+five+years+the+ship+was+chartered+until+2019.+This+is+our+strength.%E2%80%9D+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Greening+cargo+%3Cbr%3E%E3%80%80--How+do+you+envision+changes+in+cargo+transportation+due+to+the+decarbonization+of+society%3F+%3Cbr%3E%E3%80%80%E2%80%9CThe+Idemitsu+Group+is+considering+producing+carbon-neutral+%28CN%29+fuels+and+new+energy+both+in+Japan+and+overseas.+For+example%2C+we+are+trying+to+contribute+to+the+energy+transition+through+a+variety+of+approaches%2C+such+as+building+supply+chains+for+SAF+%28sustainable+aviation+fuel%29%2C+synthetic+methanol%2C+and+ammonia.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9COur+company+will+be+responsible+for+the+ocean+transportation+of+this+CN+strategy.+If+production+is+in+Japan%2C+raw+materials+will+be+transported+from+overseas+to+Japan%2C+but+if+production+is+overseas%2C+it+is+expected+that+the+company+will+be+responsible+for+transporting+the+new+fuel+products.+In+other+words%2C+the+greening+of+our+cargo+will+accelerate+along+with+Idemitsu+Group%E2%80%99s+CN+strategy.+This+is+expected+to+materialize+within+the+next+few+years%2C+and+the+types+of+vessels+expected+to+be+used+for+transportation+include+product+carriers%2C+chemical+tankers%2C+and+ammonia-compatible+VLGCs+%28Very+Large+LPG+%EF%BC%9Cliquefied+petroleum+gas%EF%BC%9E+Carriers%29.%E2%80%9C+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Ships+also+chartered+from+overseas+%3Cbr%3E%E3%80%80--What+is+your+policy+for+time+chartering+VLCCs%3F+%3Cbr%3E%E3%80%80%E2%80%9CCurrently%2C+all+VLCC+time+charter+contracts+are+with+Japanese+shipping+companies.+However%2C+we+are+not+limited+to+Japan.+In+the+past+we+have+had+vessels+time-chartered+from+overseas+shipowners%2C+and+we+still+have+talks+with+those+shipowners+regularly.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CKnowing+the+world+is+very+important+to+us.+Overseas+shipowners%2C+particularly+from+Europe+and+China%2C+are+growing%2C+and+chartering+a+ship+is+an+effective+way+to+find+out+what+they+are+thinking+and+what+they+are+doing.+Any+top-tier+shipowner+with+a+Malaccamax+VLCC+fleet+could+be+a+good+candidate+for+a+chartering+partner.%E2%80%9C+%3Cbr%3E%E3%80%80--From+the+perspective+of+selection+and+concentration%2C+do+you+have+any+plans+to+specialize+your+business+in+crude+oil+transportation%3F+%3Cbr%3E%E3%80%80%E2%80%9CWhile+our+company+has+historically+focused+on+transporting+crude+oil%2C+we+have+expanded+our+cargo+to+include+items+other+than+crude+oil+in+response+to+requests+from+the+group.+In+other+words%2C+we+have+expanded+our+business+area+in+conjunction+with+the+group%E2%80%99s+businesses%2C+and+we+have+sent+our+staff+members+to+each+of+the+Idemitsu+Group%E2%80%99s+business+divisions.+For+this+reason%2C+we+have+no+plans+to+specialize+our+business+in+crude+oil+transportation.%E2%80%9C+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+The+number+of+aging+ships+increasing+worldwide+%3Cbr%3E%E3%80%80--I%E2%80%99d+like+to+ask+about+your+outlook+for+the+tanker+market.+%3Cbr%3E%E3%80%80%E2%80%9CIn+the+big+picture%2C+we+expect+a+solid+performance.+However%2C+we+can+expect+a+volatile+market+that+will+see+a+sudden+surge+when+the+supply+and+demand+lose+balance+temporarily.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CCurrently%2C+there+are+about+850+VLCCs+in+the+world.+Assuming+an+average+lifespan+of+20+years%2C+the+construction+of+40+new+ships+each+year+is+required+for+replacement.+However%2C+fewer+than+10+ships+are+scheduled+for+completion+this+year%2C+and+the+number+will+also+be+low+next+year.+Orders+are+gradually+increasing%2C+but+they+are+still+not+reaching+the+average+pace+of+40+vessels+per+year%2C+so+tight+supply+and+demand+are+expected.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9COn+the+other+hand%2C+because+scrapping+is+not+progressing%2C+the+total+number+of+ships+will+not+decrease.+However%2C+they+will+age%2C+and+nearly+20%25+of+the+world%E2%80%99s+VLCCs%2C+or+about+150+to+160+ships%2C+will+be+over+20+years+old+by+around+2026.+How+charterers+respond+to+these+aging+ships+will+be+key+in+determining+market+conditions.+Furthermore%2C+these+older+ships+will+be+forced+to+implement+significant+Slow+Steaming+in+order+to+comply+with+IMO+%28International+Maritime+Organization%29+GHG+%28greenhouse+gas%29+regulations+that+will+come+into+force+in+2030+and+beyond.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9COn+the+demand+side%2C+the+International+Energy+Agency+%28IEA%29+predicts+that+global+oil+demand+will+continue+to+grow+until+the+second+half+of+the+2020s%2C+primarily+in+Asia%2C+so+it+is+difficult+to+imagine+a+weakening+of+the+VLCC+supply-demand+balance.%E2%80%9C+%3Cbr%3E+%3Cbr%3E%E3%80%80%E2%96%A0+Emphasis+on+dialogue+for+safety+%3Cbr%3E%E3%80%80--What+efforts+are+being+made+to+improve+safety%3F+%3Cbr%3E%E3%80%80%E2%80%9COur+company+has+been+focusing+on+ship+visits+by+management+for+many+years%2C+and+places+importance+on+continuous+dialogue+with+seafarers+regarding+safety%2C+including+disembarkation+briefings+with+the+captains+and+chief+engineers+and+pre-boarding+training.+We+also+share+safety+information+with+shipping+companies+through+regular+safety+meetings+for+the+15+VLCCs+we+time+charter.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%80%9CIn+addition%2C+we+dispatch+marine+engineers+as+berth+masters+to+each+of+the+Idemitsu+Group%E2%80%99s+refineries%2C+and+their+love+for+ships+is+also+linked+to+their+passion+for+the+refineries.+In+addition%2C+we+use+our+own+proprietary+standard%2C+the+%E2%80%98Idemitsu+Vetting+System%E2%80%99%2C+to+determine+whether+or+not+to+accept+ships+for+use+at+our+refineries+and+to+charter+them.+We+use+our+maritime+capabilities+to+ensure+safety+at+the+waterfront.%E2%80%9C+%3Cbr%3E+%3Cbr%3E+%3Cbr%3E%E3%80%80Tomio+Inagaki%3A+Graduated+from+Keio+University%E2%80%99s+Faculty+of+Science+and+Technology+in+1992+and+joined+Showa+Shell+Sekiyu.+In+2018%2C+he+was+appointed+General+Manager%2C+Ship+Dept.+of+the+Crude+Oil+Shipping+Department+and+President+of+SHOWA+SHELL+SEMPAKU.+In+2019%2C+following+the+business+integration+of+Idemitsu+Kosan+and+Showa+Shell+Sekiyu%2C+he+was+appointed+General+Manager+of+the+Idemitsu+Kosan+Crude+Oil+Ocean+Shipping+Department.+In+2021%2C+he+was+appointed+General+Manager+of+the+Crude+Oil+and+Overseas+Business+Department.+In+2023%2C+he+was+appointed+Vice+President+of+Idemitsu+Tanker.+He+has+held+his+current+position+since+May+of+this+year.+Born+in+Chiba+Prefecture%2C+56+years+old.+His+hobbies+are+walking+with+his+dog%2C
